Naruto, cuz in a small area he's just as fast as teleportation. Tobi would only be faster if u consider him running away.... also unless Naruto gets sealed or something, there's no way someone can match him. it ight take time but he seems like the kind of guy who can outmatch everyone

well current tobi he is still fresh where naruto has been fighting with clones and km and sage and bijju modes like a beast almost as soon as the war started
but i think if naruto was rested and so was tobi and he didnt have his paths naruto and if tobi had his paths still naruto but mad difficult
i would also like to add we dont know if he could absorb a tailed beast bomb yet ...but probably can

Idk, I need to see more from tobi but I still voted for tobi because I know the dude is Op, but if it is just Naruto with kurama vs tobi with rinnegan and sharingan (no tailed beats on his side) then I think Naruto takes it.

I think that tobi would win since he can use the rinnegan and pull out almighty push or almighty pull on naruto but on the other hand Naruto can bring out the nine tails since he mastered it on the anime and manga. In his type of level he could go like the yellow flash (Minato) so if tobi has tricks up his sleeves he can probably tame the beast but I think that since the 9 tails has so much hatred in it and naruto wants Sasuke back Naruto has too much hatred that his chakra can overflow and increase so naruto can have a chance of winning or tobi can consume all of the 9 tails chakra and tame it, but mostly I think Kyuubi would win.
