I have a feeling that Kaguya used the last of her chakra in order to disguise herself as a tail beast.Therefore ,team 7 did not really much pay attention all the tail beasts in the jubi deform structure (below).

The rabbit tail beast ,probably hid itself inside of Madara before it spit him out.I do not know if Madara will be able to control the rabbit tail beast in his current weaken state.However,i sure Kaguya will use Madara to do a plan be attack on the shinobi alliance,either attacking hagaromo or absorbing the reminding chakra from the unconsicous people .Probably,the rabbit tail beast could beat all the other tail beast combine like when Karuma counter all the other tail beast tbb in the past.What your idea of Kaguya plan be assault on the shinobi world or Madara will used whatever power left to fight a last battle
