He left all the 5 Kages half dead on the ground, he could have chopped their heads off and be done with it. Same with Sasuke, why not just chop his head off and get it over with? Same with Onoki & Muu, he could have destroyed them, but did not?
And the same with Guy & Kakashi, he could have erased them also, but did not.

This is possible, or maybe he just doesnt like killing. Hes not your typical villain. Even Hashirama said that Madara still is a good guy.
