Kaguya > new boruto movie villain > Hagaromo > Hamura > Juubi Jin Madara > naruto & sasuke


Kaguya, hagaromo and hamura technically aren't ninja/shinobi since they came from another world and are otsutsuki's

Which means that madara is the most powerful ninja/shinobi ever

indra and asura are excluded from this since we barely know anything about them

however, i'm only making assumptions, naruto and sasuke could have surpassed juubi jin madara by the time of naruto gaiden and the new villain might be more powerful than kaguya
