Of course Madz aint got two horns, SO6P and his family were born with them, we don't know what Madara has under his headband, maybe it's an third eye? Ever since he absorbed the Shinju, Madara gained a robe that looked like Kaguya's and a bigger headband with a bigger horn, Maybe Madz has a third eye which will be revealed soon enough, the byakugan aint nothing compared to the Rinnegan do yeah, also, we saw that during the flashback that hagoromoo showed us, the moon already existed, i also explained why he didn't create the moon a few posts above.

Until madara shows us that he can create something on the same scale as the moon he isn't reaching the sage's level. Yeah he got a powerup, & yeah he somewhat looks like kaguya, but that in no way means he can contend with hagoromo. Until he shows us that he can, he can't.

The only time the moon is shown in the flashbacks is during indra & ashura's conflict which happened after the juubi was already sealed. We've never seen the moon before he sealed the juubi, so you can't say it existed before his time.

Guise, SO6P didn't create the moon, it has existed in his time already, we've seen that, also, even if he did create it using CT, it would crumble after he died, Nagatos CT crumbled after he got exhausted, it would crumble after he died

As I said it didn't exist during his time, during his son's time, yes.

- Hagoromo's chakra is still active, therefore it won't crumble like nagato's would.

- He could've sealed the cbt like a seal on a jin.

- It's in outer space, it's not going to crumble so easily.

Edit: I forgot to tell you that Madz didn't have both ends of the staff because he didn't have both rinnegan, we saw that Obito with the right eye had the round one while Madz had the left eye with the Crescent form, this was comfirmed when we saw SO6P having the Staff floating in front of him, the Cresent from was to the left and the round one was to the right.

Regardless, he is currently incomplete until we see him with a full staff, horns, the last half of kurama, & his eye.

The reason why One eyed Rinnegan Jin Madara was below SOSP is that Hagoromo had Yin Kurama as well, so more raw chakra + Hagoromo has double Rinnegan and great expierience with them and Double Rinnegan of original owner were stated to bring Incredible power.

In short: Until Madara get his Rinnegan back... he is at the most on par with Jin Hagoromo

EDIT: To get to Kagyua level Madara need either Yin Kurama or Growing Third eye Juubi's eye after having double Rinnegan... If Madara managed to get both then he will be indoubtly number #1.
