Yes, those things that weigh hundreds of pounds, most likely a ton or more judging from when Lee dropped them, Gai never took those off.

lee is the only one who's ever worn leg weights... and only for the week before chuunin exam. to train for the exam. gai never used them.
and lee no longer uses them...

The leg weights are used to help them for speed and maneuverability in their training...

There is no reason to wear those in the middle of a war :/
