Thats not a plot hole , itachi was much more intelligent than sasuke an as jiraiya said , a person needs to hav a level of intelligence to use genjutsu , so logically the more intelligent person would always stem the better genjutsu and in the case of itachi/sasuke "the difference was as far as heaven and earth".

It all adds up to a thread i made regarding all MS abilities and how they connect to the user.

There was many type of Genjutsu. Sound, eyes, etc. And I dont think level of intelligence applies to Tsukuyomi. The jutsu that unique to Itachi MS only.

Jiraiya talked about Genjutsu and level of intelligence in general and not just specific to Tsukuyomi. Plus various kind of Genjutsu exist and they all not same. What Jiraiya knew abour eye base Genjutsu. He knew about sound but do you think he also an expert in eye base Genjutsu. Many factor we need to look/understand when we recieved statement like in manga.

One example: Your brother is an expert in electronic engineering but do you think he also an expert in civil/marine engineering just because he was an engineer or taking an engineering course?

Yes it seems he couldn't phase while he was the Juubi jin but could teleport himself. Like others have said, however, it doesn't quite make sense as those 2 abilities are essentially the same thing just utilized a slightly different way. The best way to justify the difference is to consider the fact that the phasing aspect is concentrated on Obito's body specifically. Because Obito was fighting with the Juubi over keeping control, its logical to assume that imparting additional strain on his body or changing his body by phasing could interfere with his control of the juubi. This might in fact differ from simply transporting his entire body to another dimension.

Basically, one way to think about it is that phasing his body interferes with his bodily control to the point where he would have risked loosing control of the Juubi in the process, or the mingling of their chakras prevented it.
