Technically one could argue the second set of arms on Madara's are wings because:

1. They look like wings. Look at them.
2. Tengu's have wings, and PS is modeled after Tengu's.
3. Sasuke's has wings, so why can't those wing-like arms serve as wings?

I mean, we saw Madara's PS once and it did one thing. Let's not rule anything out.

They still kinda look like wings. I mean, they obviously won't fly like that, but they still have the general shape of them. I wouldn't doubt he could use them as wings in his new form like you said.

Those are limbs not wings. Sasuke showed before his PS against Obito, that was the same level's as Madara. Both Madara's and Sasuke's PS have shown that they can form extra limbs like arms and hands, but that's it. As Sasuke has surpassed EMS Madara by now, so has his Susano'o. That's why his has wings and Sasuke's doesn't. That's why you see people giving nicknames to Sasuke's new Susano'o, it is essentially a step above PS
