Madara or Obito? Who is crueler?

Going with Madara on this one. We don't know exactly how far he has pushed Obito to become his ally. Was it immediately after he repaired him with Zetsu and had him return above ground? Did he organize the plan to have Kakashi kill Rin in order to make sure the Sanbi wouldn't be unleashed on the Leaf village?

All up to that point, only to be forced to use Rinne Tensei on Madara.

Madara. If it wasn't for him poisoning Obito's mind he may have gone back to the village. But now he's going to die after being forced to Rinne Tensei Madara. Unless Obio somehow while in excruciating pain realizes Madara lied,used him,and saw Obito as nothing more then a pawn and Obito rips the Rinnegan out and crushes it. Though Madara would just destroy him so utterly there's no remains, not even red mist. Thus proving Madara is way crueler.

The bloody mist was already present before Obito controlled the Mizukage

- extracted a tailed beast from Kushina right after she gave birth
- attacked his own village
- caused the Bloody Mist era
- was the leader of the akatsuki
- declared an entire war

Madara: Created ^that Obito, and probably did some other things. I'd say they're both pretty cruel.
Edit: and he created the Tsuki no Me Keikaku.
