Madara one of the fastest shinobi?

Where does Madara rank based on speed?

We saw him handling Raikage + Onoki combo quite well.
Blind Madara evaded all of Sasukes attacks without difficulty and speedblitzed naruto after that.

Im sure his reflexes are one of a kind, but I dont know if hes the fastest around there. I'm not talking about ninjutsu, just base/regular speed.

He has Rinnegan (Sharingan) and has strong chakra in particular, he reacts very fast, probably because his prowess in combat is great.

I place him at slightly less than V1 Raikage armor speed or Bee V1 cloak speed with Kisame strength and Minato level reflexes.

Sage mode allows you to sense and dodge like that as seen from Naruto and Kabuto sage mode. And yes he is fast as fuq not using the body flicker tech. Only ninjas with speeds in base that fast are Guy I would say (off the top of my head).

I believe that bijuu sage mode of naruto is the fastest in combat. Minato is equally fast too but the drawback is he needs to mark to use the flying raijin.
