You seem to have forgotten Naruto's goal. If Naruto and Sasuke were to fight, the circle of hatred would keep on spinning. Naruto wants this cycle to stop. Why would he encourage it with a fight-to-the-death with Sasuke? That doesn't make any sense.

Also the Sage didn't say anything about Naruto and Sasuke fighting. Everyone assumed that the Sage was talking about Naruto and Sasuke.
