As we see in this page from chapter 605 where Obito slaughters the Mist nin, we see this quote:
"Don't underestimate the Bloody Mist!'
This shows that Obito was not the one who created the bloody mist. Who could've been responsible? Madara. Madara looked old in the flashback but he and Zetsu clearly looked like they were up to no good. This is foreshadowed here:
Madara seemed pretty darn confident that Obito would return. Also White Zetsu and Spiral Zetsu seemed way to eager to 'help' Obito. They get there in time only to see Kakashi stabbing Rin and I mean the EXACT moment Kakashi killed Rin. Way too much of a coincidence if you ask me.
Next we have Obito and Zetsu who have escaped from the cave. They have a brief conversation when Obito asks about Kakashi and Rin's situation.
Here Spiral Zetsu mentions something about 'Guinea Pigs' from the Mist. This seems suspicious as to why he would mention this. This looks like Zetsu was talking to Spiral Zetsu about the plan to have Obito witness Rin die. As we all know Spiral Zetsu is very foolish, so it's quite understandable that he would leak some information accidentally. The use of the term 'guinea pigs' could refer to the fact that the Mist nin pursuing Rin and Kakashi were just used for an 'experiment' to make Obito snap. Thus, Madara knew that they would all be killed in the end by Obito. This was all an cunning set up to gain an accomplice in Obito.
Now, it's highly unlikely Madara was just sitting in the cave for years. He must have controlled the Mizukage for quite a long amount of time. I will look into an important event that occurred during the great Ninja War:
The destruction of the Uzumaki Clan and it's village.
I know what you're probably thinking, what on earth does this have to do with Madara? Well I'll tell you why it's so significant. Madara acting as Mizukage used the Mist (and possibly allies) to destroy the village of the whirlpools. Well, what would Madara have to gain from this?
Madara knew from the alliance with the Leaf that the people of the Eddy Village and especially the Uzumaki Clan were renowned for their outstanding sealing techniques. What is Madara's main goal? To revive the Juubi. He knew that if he left them, The clan and the village would pose huge threats towards Madara's plan as they would seal the Juubi away, sp he exterminated them, the same belief of 'threat' that got Obito to aid in the Uchiha Massacre. So he ordered the Mist and convinced other villages to completely destroy the Eddy Village, unknowing to them, that they were really aiding in the next step to Tsuki No Me.
In Conclusion (Summary):
-Madara controlled the previous Mizukage
-He was responsible for Rin's death
-He was responsible for the destruction of the Land of the Whirlpools.
