The senju brothers would have owned him if he wasn't lucky enough that they couldn't bring out their full power. He even praised Tobirama for being the fastest in his generation. Madara before senju DNA powerups and sage chakra is debatable. Which means Madara was wary of Tobirama when they were all alive, which is why he never attempted to get rid of the second homage to take his spot. But since the circumstances have changed after all the powerups and the handicapped that Tobirama couldn't be 100%, there's no way the fight was fair to begin with.

thats because Madara and Hashirama are too lovey doves with each other. They never let Tobirama get between them and eliminate Madara for good.

Same case why Sasuke resented Naruto because he's stronger and makes him feel weak.
