Madara will come back but not by edo-tensei, think about it his still an enemy making him edo is powering him which the alliance do not want .

He will appear only when kaguya is sealed/defeated his lifeless body will fall out. Not fully lifeless but like when Obito was extracted of the juubi he still had a bit of life in him. It only make sense that this is the ONLY way we'll see Lord Madara again, he was turned into Kaguya and now in the end when shes defeated she will turn into Madara.
