As i said he was 'testing his new skills'.
I've not called him the 'strongest', because we havent seen his full power yet but i do believe he is gonna be a badass...

It's highly likely. Out of all the currently "active characters" I'd say it's definitely between He and Tobi. (Now including non active, I'd say perhaps Hashi, though he's gotten stronger since the last time they met). Nothing's conclusive until more is revealed.
