Madara has solo'd more people than Itachi could have. Just Saying
Madara: Muu, 5 Kage, Sasuke, Naruto, Shinobi Alliance, Tobirama, Minato, etc.
Itachi: Kid Sasuke, Kurenai, Kakashi, Deidara
I would actually go with Nagato over either one since when Madara was alive he got soloed by Hashirama and needed to come back much stronger than he is and he didn't even fight as he should had. He stopped using Wood jutsu, fire jutsus, and his Rinnegan jutsus but Limbo. Itachi didn't fight that many higher tiers because with his illness he couldn't push his body much.
Nagato on the other hand killed a ninja even before he was trained in the ninja way

Nagato had to be powered down by having his paths fight Chunins and Jounins in Konoha then use almighty push which took Deva path out of the fight and Naruto needed to have intel on the Paths abilities.
No one killed Nagato, Naruto sacrificed himself to revive those he killed so he is still undefeated in the end since Naruto was exhausted in the end and all of Nagato's jutsus will be stronger when he used them himself (Pull Naruto to him and then absorb all of his chakra or pull out his soul). It even took KM Naruto, Bee, and Edo Itachi just to fight a low mobility controlled Nagato. Nagato also was able to use all elements and have the ability to use any jutsu he wants since he was 10
