It's Madara was revived with Rinne Tensei not Chibaku Tensei which is another name for Planetary Devastation. Madara needed cheat codes to beat Hashirama in the end. He literally sucked out his SM as well, give the Sage's powerup to both of them and Hashirama will come out on top.

The difference is that the hero's power goes up exponentially, so if it's a decently strong villain like Pain, you're looking at a great fight, but if it's an overpowered villain like Madara, you're looking at a one sided curbstomping.
