obito needed someone for gedo mazo.

Madara is now with him on the gedo mazo. who else could he have been referring to. who else could have possibly used gedo mazo with him. kabuto just played into his hand, that's all.

Can't really argue against your points, nothing has been shown to prove your statements false. To be a pawn for the Gedo it seems like you need to have either Rinnegan or Hashirama cells, which Madara has both, so I want to agree with you when you say Kabuto played right into his hand. Although Kabuto played into his hand, that doesn't mean Madara himself isn't going to take no ****, especially when he is an OP edo, but he can't really do anything about being trapped in Kamui dimension.

Akatsuki was the pawn, and most imp Nagato. once he died, there's a scan where Tobi tells Zetsu that he's planned a contingency involving Sasuke, where Zetsu says he's surprised Tobi's planned so far ahead. so the new pawn was supposed to be sauce.

Tobi didn't intend to revive madara at all imo
