More or less. He and his master Plageous were the last sith lords after the jedi killed them all a thousand years earlier, thus he was driven by revenge.

Let me put it this simple, he killed his master while he was asleep and took his power for himself. ( Well that is what he wants everyone the believe at least. ) Frankly, it kinda reminds me of how Madara took Izuna's eyes and gained his power. Only that Izuna wanted Madara to have his eyes.

Palpatine never obtained plageous's power. His power was manipulation over mediclorians to create life. Essentially a form of reality manipulation. Palpatine never showed this power and stated only plaguous possessed it.

( Well that is what he wants everyone the believe at least. ) Frankly, it kinda reminds me of how Madara took Izuna's eyes and gained his power. Only that Izuna wanted Madara to have his eyes.

Izuna from further backstory content was revealed to be fatally wounded by Tobirama. Madara took his eye to gain power in order to avenge him. Palpatine killed Plageous because he wanted to be the high sith with no one above him.
