The reason Madara hasnot won the war yet is simply because he enjoys battle-he thrives on it. He genuinly enjoys being challenged.
-He claims his reasons are for peace, "for greater good" but even if he believes that to be true- he is still a human/demi-god and wants to indugle from time to time. Rememer, he spent years as a decrepid old man planning for this day- he is probably greatly enjoying himself playing with "pebbles".
-The truth is that the Madara we saw today is going rediculously easy against his opponents- Madara already proved his competence when he was revived - he soloed tobirama, sasuke, naruto, all the biju low diff. Current Rikudo madara is leagues above his past self, so -considering his character ( he whent easy on kage because adults go easy on children) it makes sense that he doesnot take the current fights seriously- in his mind, he already won since he aquired rikudo's abilties. Staying true to his character- Madara will only go out when he fights a oponent he deems worthy (hashirama) ( 5 kage when they combined attacks)-if you going to do things, do it right seems to be madara's approach)
It's true- If madara's only purpose was to win the war ( or if he truly only wanted to win ) he would have ripped sasuke's eyes out ( unless he wants sasuke to get the rinnegan and take it then) -the truth is that most liklely,besides winning the war- Madara wants to test himself - ( itachi's persona of wanting to test his limits in part 1 is very similar)
Madara is a complex character- whom we know very little about as far as introspection goes, sure we hear him speak, but is what he is saying all true? does he really bellieve in his project tsykiomy? -we don't have enough knowledge about madara's dreams and goals ( we rarely see his perspective) to determine why he acts like he does. For all we know, perhaps madara simply wants to be the strongest shinobi alive?- to always be a winner..... or Madara may have realized that one way to unify the world is to create a common enemy?
Considering that Madara trusted Obito to revive him ( obito never planned to- I can't see Madara trusting obito that much, as to be a central part in his plan) - and that madara didnot seem too excited when he was revived ( except during a good fight-) I doubt that Madara really cares all that much for his "plan". To me, Madara seems like he died not really caring if he was revived or not, or if his plan really works- ( his attidude has always been very apathetic, except in a good fight -hashirama).
A tragic character in good literature is one whose character flaws end up debalitating the individual to eithor the point of change ( protagonist) or the point of loss ( antagonist). Considering how madara has been acting, the former definitly seems to be the most probable outcome.
