But Itachi doesn't have senju dna so he can't create a world like this nor doesn't know about this, so he can use tsukoyomi only for offense to make enemy suffering.

Madara had that ability from the very start but idk why he didn't show it in this war. But anyway with senju dna and uchiha's dna= rinnegan, and better tsukuyomi(if you are Itachi or Madara).
