He really didn't. The division that faced madara had been significantly reduced in numbers from splitting, facing several opponents and of course the kages before even facing madara.

EDIT: The only way madara solo'd the most people is if you count IT.

that division still wasn't decimated enough to where there weren't a least a handful of thousand ppl still around by the time Madara started fighting, and that doesn't even include the ppl he defeated in the years before Konoha existed.

And? Madara turned more. there were 50 000 people left on the battlefield when they arrived against Obito, Madara and Juubi, let's say 20 000 died for argument sake which leaves 30k. Madara turned 30k shinobis and don't forget all the other people in the world, easily millions.
