So what Pain's conversion was reasonable seeing as he had been defeated and therefore was more open to new possibilities from the one who defeated him. Frieza was a good villain before becoming weak and unthreatening, Orochimaru was wayyy scarier and intimidating than that in most of part 1, not to mention more demented and mysterious. Naruto's villains combine mystique, twistedness, edgy design, mystery, intensity, brutality, and intimidation unlike many works of fiction can do so well. Even if they turn out to have ridiculously radical world views or get humiliated later on, they still serve their purpose.

The more I think about it the more understand the direction he went with things. I think the worst writing I've seen in Naruto was when Chiyo used her super secret special purple glowy hands jutsu to bring Gaara back from the dead, life giving should have been reserved for Rinne Tensei and Rinne Tensei alone. Those Kages just won't seem to go down. Gaara dies, returns to life, Tsunade becomes cataconic but turns out to be fine, Raikage survives Amaterasu, Oonoki saved by Gaara from getting head shotted, Oonoki miraculously survives getting crushed by 2 giant comets (major bullshit), Kage's all get a fake out death from Madara but are healed once again.

The thing is Kishi himself stated Madara became far too powerful so he had to do something about it quickly because he wanted to end Naruto at 700.
