I think Obito is just a teaser and Madara is the full movie. Every power Obito had is just a fraction of Madara's power. It's like he's just half of the power Madara could potentially possess.
He's got only one sharingan and doesn't have EMS
Only one Rinnegan, which belongs from Madara
Just half senju body
And even now as the Juubi's Jinchuriki, he's only got a fraction of it's real form.
