Madara gave rinnengan to nagato because he is an Uzumaki, madara knew that he would be strong. so his plan was to be revived by Nagato with the Rinne-edo tensei. But nagato instead used it for saving konoha.

This is the reason why madara said when he was just revived : "it seems nagato grew up".
