It seems like since he was able to counter EMS Sasuke without eyes he would be able to outperform Raikage.

EMS Madara is probably faster than V1, but not V2. Anything above EMS is probably faster than V2.

Ay is faster. Madara had to catch Ay and cast a genjutsu on him, just to take him out of the Gokage fight.
