Tobirama can beat Madara EMS if he use Hiraishingiri fastly at the start of the fight.

Also , Tobirama is able to pose very fastly paper bombs on his ennemies body , we have seen this when he posed paper bombs on Rikudo Obito's body. So Gojo Kibakufuda is also an option to beat Madara.

I think that the only thing that make Madara stronger than Tobirama is the Susano , without Susano , Tobirama has his chances.
