Madara doesn't find it strange that their are no Uchiha on the battlefield. If they were there I believe he would have fought them to see if their were some among them who could carry on that Powerful clan's name. Or if everyone in the world had become weak as he thought.

But by time Itachi was a teenager even if there were 2 tobi's. Obito would have been old enough and strong enough to be the Tobi we see today.
