How do you know that tobirama created it when he became hokage. He may have created long before then.

R you kidding me everybody can do shadow clone jutsu maybe not mutil shadow clone jutsu and for madara he took it to another level with limbo jutsu so I don't know what u have reading all this time

judging from how he got Izuna and Hashirama getting on his case about ET, Tobirama created that stuff before the village was founded. And Madara didn't need to be personally taught jutsu to learn how to use them, as evidenced by his being able to perfectly replicate Hashirama's jutsu.
