Madara as 2nd Hokage

As you all probably know, during Tobirama's reign as Hokage, he developed the village's organisational system and infrastructure.

Would Madara have done this and if not, what would he have done as Hokage?

And he would probably give advantages to people from Uchiha blood.

Nah, he would've killed all the Senju and renamed the village 'Uchihakagure a.k.a The village hidden in the Fan' and would proceed to replace the outer walls with giant fans.

1.He'll assign a Top secreat S-rank mission for Tobirama and Tobirama will die in that war ......!

2.He would have tried to takeover all the villages

3.3rd Hokage is an Uchiha

4.4th Hokage is Itachi or Fugaku

5.5th Hokage is Sasuke
