now that i think about it madara and orochimaru are the only villians that havent killed any important named characters besides from fodders( hiruzens death doesnt count as he went ahead and sacrifice his life before orochimaru could do it)
pain: killed jiraya, kakashi and others dont count as he brought them back later on
obito: if we use the same logic with hiruzen, obito didnt kill minato but he killed kushina,it doesnt matter if she got in front of the kyuuby since she already had expiration date put on by obito, besides killing konan and neji
sasuke: when he was villian/antiheroe he killed danzo
kaguya: even though she seems more like a punching bag than a villian she manage to kill the almost unkillable obito

madara could have killed shikamaru´s and ino´s parents but a panel of them death was never seen after the explosion which is the same as a not confirm death, as for the kages and naruto and sasuke, madara was too lazy to deliver the final blow

the hq quarters were never shown after the explosion as of now im only counting confirm deaths, remember when we thought killer bee was killed for extraction, but his death was never shown and then like 10 chapters later we discover he made it out alive, i think the same happen with HQ

your right i did not remember the 4th kazakage was killed by oro but the third was not he died caused he used the death reaper seal, if that´s the case we should also count minato´s death for obito
