He's not but SM is needed to beat EMS Madara combined with MS Obito. Who can remain perched on PS, people think FTG Solos Obito now because an arrogant teenage Obito got solo'd but no Adult Obito wouldn't be as stupid. So he can combat Tobirama if need be.
