Itachi could have done the tsukuyomi in RTN, his tsukiyomi's were supposed to creat entire worlds.
Controlling yagura isn't a feat because yagura was never really stated to be a perfect jin, and bijuu are suceptible to genjutsu anyway.
Konan wasnt killed by genjutsu, she was killed by stabbing in the back, the genjutsu temporarily kept her alive.

Some people fail to to understand that itachi didn't want to do any of those things.

So we don't know if he can or cannot do infinite tsukuyomi
