If he controls the Kyubi with EMS, he can also use it's chakra

notice when Hashirama remove Madaras control to the Kyubi and when the Kyubi closed it's EYE.
Madaras EMS was undone.

In the current fight with Obito Madara controlling the Jubi vs Alliance

After Madara witnessing naruto giving chakra to everyone madara said this "should i give some more power too?"

so Uchihas can access a tailed beast chakra if they control it with their Sharingan, even they are not Jinchuriki?

As we've seen with the toads only 1 thing can be merged with 1. And its Naruto/Kurama so Madara can't use him, as long as he is merged with Naruto.

what i mean is, if madara controlled kurama with his eye, he can access its chakra.

In a way yes, but he has to know what Kurama can do like Kabuto using the bodies if he doesn't know their attacks then its jsut a body where as Naruto can literally use his chakra, but it is an interesting thought.
