Funny part was that all he had was a three tomoe and a connection to Gedo.

Yet he put a puppet seal on Rin and control mist shinobis.

He either used that Gedo mazou genjustu (that he used on Obito to control his space)

Or He used his chakra/black rods to control the shinobis
