i think sasuke said just the one who activated ms in both of his eye, can use susano,he hasn't mentioned anything about ama/tuskimiu

itachi said that susano was activated when he used amatrasu/tuskimiu ,that doesn't mean you should be able to use ama/tuskimiu to activate susano

manga hasn't said anything prove that susano's user can use ama/tuskimiu

madara fought hashirama/5 kages/alliance and he has never used amatrasu ,because simply he hasn't it
