Both of them are OP....well Tobi is the Highest stage of OP'ness + They know each other well and Nagato follows Tobi's orders.

while Madara is an egotist and Itachi is the weakling when considered with the OP league.

tobi has too many "i win" buttons. plus he can just slip through or teleport away from anything itachi throws at him. rinnegan seems to make one a sensor nin so fighting with his eyes closed should be no problem. then one human path and itachi's soul is ripped out. nagato can do basically everything madara can, including preta. the difference is he has his animal path summons and gedo, whereas madara doesnt have any summons. tobi can just teleport around and avoid anything madara throws at him while gedo mazo does bloody work. remember madara only had rinnegan for a short while wheres nagatos had it all his life. its a tool, and nagato's the one whos mastered it.

itachi really is out of his league in this battle of the rinnegans.
