Madara & Hashirama vs Tobirama, Hiruzen, Minato, Tsunade, 3rd Kazekage, 4th Kazekage, Gaara, 2nd Mizukage, Yagura, Mei, Muu, Onoki, 3rd Raikage and 4th Raikage​

Restrictions: Madara has only EMS ( so no Rinnegan ). He can't use Kurama. Gaara can use the Shukaku's power and so can Yagura use the Sanbi's power.

I think the Kages can make it. Is two above Kage level ninja vs 14 Kage level ninja after all. I'm sure more then half of them would be dead/ badly injured, but they can make it.

Honestly i think the kages lose. There's no answer from the kages to a Final Susanoo + Shinsuusenju and they maybe wouldn't need to use it, they have many other wide range jutsus.

Honestly i think the kages lose. There's no answer from the kages to a Final Susanoo + Shinsuusenju and they maybe wouldn't need to use it, they have many other wide range jutsus.

The Kages have more chance, their arsenal is larger.

Hokages

S/T ninjutsu, Suiton, DRS, Enma, Katsuyu, Rasengan, S/T barrier, superhuman strength, medical ninja ( who can heal every Kage continously )

Kazekages

The power of Shuukaku, gold sand, iron sand. They can combine their attacks, making powerful sand Tsunamis or sand shields.

Mizukages

The power of the Sanbi, some sort of water mirror, Bijuudama, large scale suitons, Kekkei genkais, Katons and dotons.

Tsuchikages

Jinton, invisibility, unrivaled dotons, battle experience

Raikages

Raw power and speed. It's not easy to deal with them.

Hashirama was stated to make the Gokage's combined efforts look like nothing, implying that he'd be able to take them mid-difficulty at most. EMS Madara is around that level as well, so he should be able to take the Gokage mid-difficulty at most as well (him fodderizing Muu and Onoki negative difficulty is an example of this).

However, even they would lose. I personally believe only Tobirama, Minato and the Sandaime Raikage would be left standing after the battle is over.

Why so many restrictions to Madara? Anywho Hashirama and Madara still win as Leaf Hokage are strongest of all Kage. Tobirama is weaker than Hashirama by far, as his fear of Hashirama shows Hashirama could kill him whimsically. Tobirama is stronger than Minato, and Sarutobi by far as they were shocked by his chakra pressure which almost gave Sarutobi a heart attack. Hashirama seems to be able to beat all Leaf Hokage including Tsunade since she is the weakest Hokage by far.(not corporeally weak) So if Hashirama can defeat all other Hokage alone Madara who his equal should see all other Kage as fodder. This includes all previous, and current Hokage minus Hashirama. Madara and Hashirama together make up half the power of Rikudou, or maybe 1/4. 1/4 of Rikudou's power can defeat ALL Kages with ease minus Hashirama imo. Especially when you consider the extraterrestrial feats Rikudou has accomplished. This all my opinion, but I say Hashirama and Madara have an 80% chance of winning.

And just how would they protect Tsunade from Hashirama and Madara? Honestly, a mokuton bunshin of Hashirama would kill Tsunade given enough time...

The only people who could really save her would be: Sandaime Raikage, Tobirama, Minato. Seriously, no other Kage would get in-and-out attempting to save Tsunade without getting killed or almost getting killed.

There is no way in hell Tobirama, Hiruzen and Minato are beating both Madara and Hashirama, by what we've seen you'd be hard pressed to say that these three can even beat 1 of them let alone both of them together.

Madara and Hashirama win. I am sorry, but how are any of them countering PS and 1000 hands technique with a ginormous Buddha statue? Madara's single slash cut off five mountain tops, and obliterated two mountains to dust. Repeated slashes would penetrate any defense for sure, especially Gaara and his father's.

If Hashirama could overwhelm Kurama, then one and two tailed beasts should be a walk in the park. Any transformation is easily countered by using wood dragon. Flower tree puts most of them to sleep as they lack Susano'o or any other barrier for filtering the spores. I am sorry, how are the kages wining again?

I know the kages arsenal you know =D
Three of the kages barely make a difference: Tobirama because he lacks feats, Hiruzen since his feats are way too underwhelming and 3rd Kazekage because he's limited to what we saw during the Sasori's fight.
Shukaku and Sanbi are nothing on those two, Hashirama alone defeated EMS Madara + Kurama for god sake, and Kurama alone could deal with two tailed beasted relatively easily. EMS already kicked two Jinton users ass without breaking a sweat and not using his full power.
Even with numbers and some teamwork i seriously doubt they win.

Except Minato can make space-time barriers and they'd both be dead meat if he marked them (emphasis on if).
