People think Madara is too overpowered(which is true), but i'd like to analyse the situation and put him like when he was alive by looking what he used so far. Don't forget Kabuto boosted him to be that strong. It's not his real power when he was alive.
If i try to analyse EMS Madara from what we've seen so far:
- He didn't had Mokutons techniques since it's Hashiramas power. So he could not use Mokutons clones for example, and if he can't use it, he can't use multiple Susanoos also
- Since he can't use Mokuton he has no long range attacks. He only has his katon jutsus or Susanoo(Perfect even)
- So far we've not seen him use Amaterasu, so i won't say he can and even if he can, it seems not to be his fighting style. So i will say that Sasuke is better than him with Amaterasu.
- We've not seen him use tsukiyomi also, but he said something that states he can, but like i've said with Amaterasu, it seems as if it wasn't his fighting style also
- He has better katon jutsus than both Sasuke and Itachi
- His partial Susanoo is stronger than Itachi's or Sasuke's since he has feets, but Sasuke's partial Susanoo seems to be better at long range since he could use arrows(in the contrary of Madara). He can use magatama though, like Itachi, but with a greater number
- In his ultimate form he has no one shot attacks like totsuka or Amaterasu blade, but his form is much more stronger, powerful and overwhelming than Sasuke's or Itachi.
So i think that Sasuke's master of EMS techniques could be more complete than Madara cuz he already has better control of Amaterasu and in his ultimate Susanoo he can one shot people with amaterasu flames. The only thing that makes Madara stronger is that his Susanoo is much more bigger, but i think that if Sasuke manage to develop his Susanoo to become that big and powerful, his Susanoo will even be more destructiv and powerful than Madaras
Itachi also if he had EMS and had time to train could have probably surpass Madara also since his Susanoo has more complete weapons(totsuka and yata), but is only a weaker version of Madaras. So if Itachi had managed to create a Susanoo with Madaras dimension, his Susanoo would have been stronger than Madaras
So EMS Madara was stronger than Sasuke, but i think Sasuke could surpass him soon with better control of his Susanoo. At least it's what i think
