He was being cautious,In a way you could say that he was afraid of Minato given his condition during that time.Only an idiot would attempt to confront someone like Minato in such a condition.The result would be his death and the end of his plans.
It is clear as day he was talking about both Naruto as well as Sasuke and there are no sigs of fear in that scan.Admitting inferiority is totally different from having fear.
Best example is Uchiha Madar:.He admitted inferiority towords Hashirama on more than one occasion but I don't remember Madara having any fear even when he was in near death state.

What's funny is that he was talking about Sasuke before he said that, when he fought Hashirama he was confident that he would win, but when Sasuke stabbed his chest he went running to get his other eye, if that's not fearing then I don't know what is.

Madara was so old and crippled that he managed to capture ninjas from a foreign village and made them as puppets Lol
He could easily control mist shinobis, yet he didn't try with Minato when it would have made his plan go easier. He knew he would have gotten stomped Lol

He implanted the thing on Rin correct and then had the mist ninjas attack her? However, if Minato (a seals expert, a Hokage level shinobi) was there the plan of getting Obito mad would've been an utter failure..
