Let's start with the basic. What are Leg Weights? And what makes them special.
Well, the concept is a pretty simply one - one starts by attaching weights to the legs in order to constantly have the body straining itself to move. It turns simple tasks such as walking, running or jumping into demanding activities that will tire the untrained body much faster. Once the user gets adapted to the additional weight, he will regain his usual speed and power while maintaining the leg weights; though should the user remove them, his body will become so much lighter there will be a twofold increase in speed.

The Leg weights are special due to the fuuinjutsu imbued on them - they have chakra inside that increases the weight and maintains it there during the day. Then, when the user is ready to receive the spike in speed and power, all they need to do is unstrap them.
