Luffys devil fruit is special, when everyone returns to the Water 7 after Enies Lobby Coby or Helmeppo start telling Luffy about the scientist Vegapunk, they even tell him that he tested Luffys devil fruit and figured out how its power worked, but when Luffy ate the devil fruit Shanks had it, so Shanks would have to have clashed with Marinebase to get it because it was probably stored somewhere there, but the real question is how Shanks got the devil fruit and why he got it because he was an emperor and could get his hands on any amount of devil fruits, but he kept that one to himself

Shanks said he stole it from a group of pirates.

The fruit was previously in the Devil Fruit Encyclopedia before Shanks had it, that's how the WG knew about it. In fact, they didn't even say Luffy's Devil Fruit, they referred to all Devil Fruits when they said that Vegapunk learned how Devil Fruits affect the blood stream of the person.

There's nothing special about his Devil Fruit other than that it's the Devil Fruit of the main character

I rewatched that part. All Helmeppo said was that Vegapunk identified what powers it contains. Probably so that it can be put in the Encyclopedia. Maybe he asked subjects (volunteer marines) to eat different Devil Fruits and be on their way. Then the one who ate the Gomu Gomu no Mi died somehow and Luffy ate the fruit when it reemerged

He still identified them and Vegapunk isnt a normal scientist, he is probably well protected, so its safe to assume who ever stole the devil fruit from Marines was a really powerful person

No dude, there's an encyclopedia in the One Piece world that catalogs all Devil Fruits.
But you're right about talking about Luffy's fruit, but the information applies to all.

i think vega punk is a marine hostage.
cause of what he did for pad pad guy and straw hats.
there was a theory that it was rogers fruit
which would explain why in the first episode shanks refers to as a treasure worth 3m berries.
which would explain why when luffy said the samething as roger about being free he was ok with him and that fruit.
but i think roger like garp has no fruit

They had no problem pointing out other similarities he had with Roger and Dragon, I don't see why no one would mention that he has the same Devil Fruit.
