On which level from 1-10 is Luffy's devil fruit in comparation to others that appeard untill the latest episode that aired?

Hard to measure fruits.
In a certain persons hands one fruit with terrible qualities can be stronger than someone with a haxed fruit. All down to the user.
If you gave Luffys fruit to some fodder though i'd put it at a 8/10 overall.

2 out of ten. The large amount of raw power other fruits afford make the gomu gomu no mi seem weak but since luffy has such complete control over it he can use it to compete with stronger fruits.
His fruit and the fruit buggy have are both equally useless. Buggy didn't learn to make it useful. Luffy did.

But DF that are initially sort of weak (not useless and have no application to fighting, but just weak) usually end up being the most powerful. So I give his about an 7.0/10, he still has some ways to go before he gets to 10.

I'd say at the end of part 1 that you're watching right now, he'll be at about a 4.5/10.

Kinemons shirt DF and Brooks' double life DF. Brooks actually made him weaker since he has no more meat, but is literally just bone and can be cracked easy, that's part of why he's never seen fighting masculine type characters.

Human Zoan. It's only useful because an animal ate it.

Then there are the ones that are so weak they can't be trained to do anything else because their dumb

Luffy's fruit is a very basic inda fruit, it has one aspect to it and thats strecthing Luffy's person so so any awesomeness attained from the fruit is subjest to the user's creativity and physic so as a just the gomu gomu in a world with fruits such as **** ****(for not spoiling it) it is really a 2-3/10 fruit but in luffy its a 5-6/10 lvlv fruit but emphasis on Luffy's creativity and physical ability though the fact that it can do such stuff as 2 and 3 bumps it up to 5 on its ow and it now depends on if the one using it can b thoughtfull enough to use it in such a manner so all in al there cld b lots of stuff possible with it but luffy needs todiscover them just as with any fruit really.
