It was the blast happened after Luffy's attack and it was because of malfunction of equipment which was caused by Luffys attack but that doesn't mean that Luffy can take the credit for the distractive capacity of that blast. The best Luffy's JP managed to pull here was breaking an important part of Px-5's head which lead it for self destruction which is something even Sanji's kick can do.

They both had and currently have observation haki. Why would the two both attack if they knew only one attack was needed?

They didn't attacked it coz it takes two of them to destroy it. It was clear as day they both are trying to destroy it on their own and take credit.They are competing with each other.

To add up it was a no name,non haki slash and did damage similar to diable jambe and haki laced jet pistol.
