Law believes luffy can beat Doflamingo, not himself.

Luffy's monstrous strength can mess up law if made in contact.

Hype wise, Luffy is stronger mainly because of conqueror haki that gives him better potential. Doflamingo himself even said Luffy was probably stronger without meeting him despite knowing Law perfectly. Look even the difference in reaction when Luffy clashed with Doffy in a conqueror clash and it hinted it even more

Law has the feats but only because he was highlighted the most and put in the most dangerous situations where he could go all out, so i believe when we'll see all out Luffy, he'd be shown as stronger again

Law without a doubt is stronger, his abilities and intelligence has even caused him to be a nuisance for Doffy even though he's low on stamina, been repeatedly beat to a pulp, and left with only one arm. And the guys arm alone separated from his body was able to solo Trebol a top executive and cause him to commit suicide in hopes of taking Law with him. A nearly half dead Law btw, this guy has been overused and has lately been used as if he's the protagonist. Its like its been made so obvious that Law is >Luffy.
