As proven by Doflamingo, enough speed and Haki is enough to bypass his cutting power.

For a paramecia, law is not physically strong enough to take a Haki third gear or red hawk to the face.

Luffy's speed is also way beyond Law's as well.

It's hard to tell in the second page, but he is using Gear 2, you can see the distinct plume of smoke Oda draws for Gear 2 there.s

He's not using gear two on the old bearded navy guy, you can tell by the steam that ceased from his body.

Like when he charged at doflamingo in gear two, steam was flowing from his head and the side of his teethes.

In this scan, no such event happened.

Vergo hasnt been portrayed as faster than Luffy either. Vergo probably could have dodged Law's attack but chose not to because he got cocky and thought his Haki was enough to make him immune to Law's attacks.

Which is why I regard them as roughly equal in speed, and so? It shows that if Law can accurately react to Vergo's speed, he can react to Luffy's.

And Luffy can probaly react to Law's attack. It isnt going to be a walk in the park for Law to hit him

I understand he can react to Law's attack but it may not be good enough for Luffy.
