The current dressrossa arc will be significant for a number of reasons.
1. The Zoro angle
Mingo's strings can be classified as a cutting/sword type technique. Luffy has never fought against such an opponent before. The brief encounter with MiHawk in the War of the best doesn't count. (But it does highlight his inherent weakness against sword/cutting type techniques.) Yet in this arc Oda seems to be throwing him neck first toward the guillotine!
This suggests that he might have something up his sleave, maybe a flashback into the 2 year training period to show him gaining a new technique. This is much similiar to what he did with the Zoro vs. Mr. 1 flashback! In that fight, Zoro overcame a type weakness in learning to cut steel! That milestone was sufficient to get him noticed by the world govt and earned him his first bounty!! In luffy's case, a similiar milestone might be enough to raise his bounty faster than is normal for a bounty above 300/400 mil.
2. looking at all his fights, (east blue excluded), Luffy seems to struggle most when fighting against opponents affiliated with the World Govt. His fight against crocodile is the first time he lost (twice in fact) before finally defeating his opponent. In his fight against Rob lucci, he was left unable to move and then against Moriah, he passed out and was out of it when Kuma made his move!! In that same period he fought against Enel, Hordy, and Cesar Clown to name some. Against Enel he had a type advantage, against hordy, the fishman was owned under water!! Cesar wasnt much of a challenge either!!
No matter how the fight goes, after Luffy beats Mingo he will represent a much more significant threat to the world govt! He will have shown that he can totally own the shichibukai (mingo is one of the strongest in the group!). He will now be able to defeat sword/cutting opponents! He has already declared war on Big Mom and is part of an alliance going up against Kaido!
