Luffy can dodge every single attack Ace has except Entei. Luffy can just counter Entei with Elephant Gatling, but Ace will probably be killed before he resorts to Entei.

A hit to his head isn't breaking his neck, plus my point wasn't that he couldn't hit Ace's head but he could hit his neck directly. Entei isn't getting counter by a Gatling which he would have to come out of G34to use, while all of Ace's moves aren't getting easily dodged.
