In my opinion, he stops at Burgess mid-high diff in scenario 1 and stops at Sabo mid-high diff in scenario 2.

You're right. He cannot low diff Cavendish and Bartolomeo, he no diffs them. He can beat Diamanté very low diff and can beat Chinjao low-mid diff after that.

Obviously stops at Burgess scenario 1 if he isn't affected by Character induced stupidity. With low-mid diff.

You're delusional right now, Cavendish and Bart are no problem for Luffy(even if Bart could bring himself to attack Luffy) Chinajo didn't even hurt Luffy in their fight idk why you would say he would hurt Luffy now. Diamante would get swept away easier than Trebol did. He would take no to barely any damage in the first 2 fights, he takes maybe 3-4 hits from Diamante and Chinjao tires him out by taking a little longer to KO but none of that will impact Luffy that much, look how much he took getting to the palace and he's still pushing Doffy and wrecking Trebol. I think you're not accurately considering what's happened so far.
