[Theory] Luffy definitely needs a power up for his further fight.

1.seriously i always found luffy as a plot winner . he is nothing but a fooder(without haki) like early naruto with kyubi chakra before sm and kcm mastry.

2. if you notice he always had been saved by someone in the major arks like geko moria fight, impel down and marinford. i was only impressed with his concurer haki at that time. btw he has got a BETTER LUCK THAN ANYONE ELSE IN THE SERIES.

3.no doubt he learned haki and got strong [hats off] but - the same pistol,gattling gun,elephent shiit etc EVEN WITH HAKI will do nothing further for him. IT WILL BE EFFECTIVE ONLY FOR FOODERS.

4.there are many haki users who are strong in haki and also have devil fruit powers.- definitely stronger then luffy.

5.i personally feel shanks is also a HYPE who has a strong at haki [no devil fruit]. - ex like - vergo.[has been fooderized by law (who is a devil fruit user) but weaker haki than vergo]. we have seen rob luccy and don chinjao who had strong haki and gave luffy a tough match but also got fooderized by luffy [who is a devil fruit user]


conclusion-

1- haki user +devilfruit >> only devil fruit user or only haki user

2- the only chance he can progress if he improves his gomu gomu power variants [come up something new]

3- improves his haki to the topmost level [full body armanent and improved observation and concurer haki ]

he doesnt need a power up the recent chapter suggest hes finally about to strut his stuff did you see that red hawk gatling? thatd probably kill most people if it directly connects.

Doflamingo who has been tanking and taking attacks head on (with haki defense) did not feel comfortable latest chapter when Luffy did a hHawk Gatling
He still has other and better stuff up his sleeve like EGG
The problem Luffy has with Dofflamingo is that his string fruit has so many variants (like spiderweb) + Doffy his maneuverabilty is reallly good, so Luffy has a hard time to get clean hits on him
But in the strength and haki departement they should not be far apart
Lufffy already showed he can take clean hits from Doffy without damage so if this turns out in to an endurance game there aren't many people who can outclass Luffy

Buggy would Haki is still getting creamed by pretimeskip luffy no Haki.

Haki doesn't give you a guareentee win.

The problem that luffy has against Doffy is evasiness, because his reflexes is so fast that he can avoid almost all of Luffy's attack.

If he got serious for once he'll preform a lot better.

Just like elephant.
Hawk is gear second with haki
And elephant is gear third with haki

Plus red hawk had fire and hawk didn't.

so devil fruit+strong haki== better strength than having only devil fruit or only haki
